The power of Octavian/Agustus, the first Emperor of Rome, rested on three factors; his immense wealth, his vast following among both the elities and the populares, and his total command of the army.

It is certainly true. I mean what else would he use as a source of power, if he had all that he was in complete control if he was missing but one he would be in a whole bunch of trouble, without wealth he could not do anything. Without popularity he would have a rebellion on his hands but with control of the army this could be repelled. And without an army he would have died nearly instantly, with popularity and wealth he would only be able to prolong the defeat at the hands of Goths, Britons, Vandals and other barbarians.
True. But total command of the army alone would make this a true statement.
